Assume that Frank is a psuedonym not a surname? The only art noted is a series of Road Safety illustrations for The Autocar in 1979. These were for a series titled 'AT RISK'. Very much in the style of Gordon Horner who did similar called 'LOOK OUT' in the 1960's.
